Answering question in Dutch, Dutch Prime Minister Jan Peter Balkenende explains that he hopes EU leaders on Thursday night will hope to reach an agreement on the first-ever permanent president of the European Union. Balkenende is seen among the possible candidats. Belgian Prime Minister Herman van Rompuy is seen as the current front-runner. Former British PM Tony Blair no longer is supported by British PM Gordon Brown after British European Trade Commissioner Catherine Ashton was offered the post of EU Foreign Minister.
