Parliament will debate and vote on the draft law setting up the ‘citizens’ initiative’, which will require the Commission formally to consider proposals for EU action signed by a million citizens (debate and vote Wednesday). – EU Budget 2011. Having made sufficient progress in talks with the Council, both on the focus of the 2011 budget itself, and on their political demands, MEPs are scheduled to hold a debate (Tuesday) and vote (Wednesday). – Sakharov Prize/Human Rights. The 2010 winner of Parliament’s Prize for Freedom of Thought, the Cuban dissident Guillermo Fariñas, has been invited to Strasbourg (Wednesday), but it is still uncertain whether he will be able to attend. Parliament also makes its annual analysis of fundamental rights in the EU (debate Tuesday, vote Wednesday) and human rights around the world (debate Wednesday, vote Thursday). – Immigration and justice issues. Draft laws to tackle human trafficking, to give Europe-wide effect to protection orders for crime victims (debates/votes: Tuesday), to enable immigrants to make a single application for a work and residence permits, and on the status of refugees (debate Monday, vote Tuesday) are all on the agenda. – European Council/EU economy.
