Euro Plus Pact lets EMU ‘finally stand on both legs,’ says Barroso

European Commission President Jose Manue Barroso on Friday said that the economic and monetary union will finally walk on its two legs instead of limping along, after the leaders of the 27 member states reached an agreement on eurozone governance. European Council President Herman van Rompuy said the agreement represents a ‘sea change’ for economic policy in Europe.
