Europe is at its “moment of truth,” said Commission President Jose Manuel Barroso during his first-ever European ‘State of the Union’ speech at the European Parliament. “We either swim together, or sink separately.”

Addressing the European assembly, where members had been pressured to attend under threat of financial fines, Barroso laid out his plan for EU priorities in the next four years.
