			<content:encoded><![CDATA[<p>www.retinasee.eu In South East Europe Brownfields pose a challenge. Being areas where investments could transform them to motors for job creation, they represent an underexplored economic value for SEE. But <span id="more-7073"></span> urgent action is required since the current situation -where huge areas, very close to cities, remaining unexploited- is heavily damaging the image of the cities, weakening their competitive investment position and influencing employment and economic growth. In the SEE area this process is already delayed and hindered due to legal, financial, organisational and bureaucratic problems. Though RETINA project, 10 partners from 7 different SEE countries joined forces to develop the necessary tools and methodology to tackle the problem in an integrated way, focusing on successful sustainable brownfield revitalization and stakeholder engagement in all steps of the process. The main objective is to ensure growth, competitiveness and quality employment in the areas by preparing a series of concrete revitalisation and investments plans to catalyze revitalisation while contributing to a quality urban environment. At the same time specific tools and methodology will be developed which can be made available to many other cities in SEE coping with similar problems and challenges. The project will develop a common brownfield revitalization method which incorporates the method on integrated master-planning and the method for stakeholder engagement, as well as a model masterplan and <b>&#8230;</b></p>

			<content:encoded><![CDATA[<p>Fisheries ministers on Monday met in Brussels to discuss a make or break EU ban on fish discards. Activists and many member states want European boats to stop throwing back <span id="more-7069"></span> into the sea dead fish that are edible, but less profitable. Strict EU quotas on the amount of fish a boat may land force fisherman to discard less valuable species. But countries such as Spain or France strongly oppose the idea. They have called the proposal &#8220;unrealistic&#8221; and &#8220;too prescriptive&#8221;. Spain owns the biggest fleet in Europe and receives the highest amount of EU fishing money. Around 2/3 of healthy fish are returned to the sea dead. Only in the North sea, at least a million tonnes of fish are wasted every year. Ministers will also draft rules to prevent European boats from overfishing in foreign waters as Brussels wants to give propriety access to the local fishermen.</p>

The so-called anti-Pole site encourages <span id="more-6957"></span> Dutch people to report problems caused by Polish, Romanian and Bulgarian citizens. It has so far taken in more than 10000 reactions. During a plenary session in Strasbourg, the leader of the ALDE Group called on the Dutch PM Mark Rutte to condemn the &#8220;hatred&#8221; and &#8220;intolerance&#8221; that the website instigates. &#8220;The silence of the Dutch government is unacceptable, whether that is a party political issue as the Dutch government says or not, it does not matter, I think all of us we have the right to know what the Dutch authorities think of the initiative taken by one of their citizens on Dutch territory&#8221;, VERHOFSTADT said. So far, Rutte has controversially refused to do so. PVV&#8217;s leader Girt Vilders has always been a strong supporter of Rutte&#8217;s conservative government. &#8220;Saying that half the foreigners should leave France as President Mister Sarkozy said and at the same time attacking European partners when it comes to Schenghen, well, I wonder who, in this French election, is the extreme-right candidate?&#8221;, VERHOFSTADT said. MEP&#8217;s also expressed concern over recent anti-inmigration comments made by French president Nicolas Sarkozy during his electoral campaign in France. 			<content:encoded><![CDATA[<p>Eurozone finance ministers on Monday approved a second bail-out fund of130 billion euros for Greece. The deal comes after Greece managed to secure the biggest debt writedown in history. In <span id="more-6959"></span> a move that has saved the country 100 billion euros, private investors exchanged their bonds for new ones worth half their value. President of the Europgroup Jean-Claude Juncker said that the PSI agreement will see Greece&#8217;s debt falling even below the original target. As Greece&#8217;s problems have lost urgency, the Euro group turned its attention to Spain. As the 4th largest economy in the euro zone, experts say Spain may be too big to default and too big to be bailed-out. The Spanish government challenged the so-called fiscal compact by announcing a higher deficit target for this year. After long negotiations, finance ministers agreed to allow Spain a higher public deficit. However, the concession is tougher than expected. Brussels wants Spain to commit on a 5.3% deficit goal. This is 5 billion euros more in cuts that expected. With an unpredicted recession this year, an unemployment rate of over 20% and a general strike over labour market reforms, things are not looking very bright for Rajoy&#8217;s government. Rajoy bought himself some time. Viktor Orban, however, saw the European Commission freeze Hungary&#8217;s regional funds over an excessive deficit only last month.</p>

			<content:encoded><![CDATA[<p>The European Commission on Monday proposed a new set of rules to make it easier to strip criminals from profits they make on their crimes. At the moment, only 1% <span id="more-6960"></span> of illegal assets are frozen and confiscated. Most of the money is laundered (londerd) and reinvested into the legal economy. Europe&#8217;s Home Affairs Commissioner wants a simplified legal framework which will harmonise existing rules and close loopholes. Malmstrom said that &#8220;in times of crisis&#8221;, this is a very important measure. The new rules would allow prosecutors to freeze assets as a precautionary measure, even before the suspect is convicted. Member states would also have to manage their seized assets to avoid a loss in value. ￼ Criminal assets account for almost 4% of the world GDP. In the EU alone, the sales of illicit drugs generate 100 billion euros a year.</p>

			<content:encoded><![CDATA[<p>The European Commission this week pulled the plug on this 127.000 euro propaganda video after it was accussed of being &#8216;racist&#8217; and &#8216;sexist.&#8217; The video, intended to promote the benefits <span id="more-6565"></span> of EU enlargement, shows three men from various ethnic minorities using different threatening martial-arts skills surrounding a young white woman dressed in a yellow jumpsuit similar to that worn by the heroine in the Hollywood hit movies &#8220;Kill Bill.&#8221; The three men include a Kung Fu master from East Asia, a black man practicing the Brazilian art of Capoeira, and an Asian man doing Kalaripayattu moves. Stefano Sannino, the official in charge of the Commission&#8217;s enlargement and neighbourhood policy, insisted that the film, targeting 16 to 24-year olds, had been well received by target audiences and focus groups. &#8220;The clip featured typical characters for the martial arts genre: it started with demonstration of their skills and ended with all characters showing their mutual respect, concluding in a position of peace and harmony. The genre was chosen to attract young people and to raise their curiosity on an important EU policy,&#8221; he said. But following many complaints, Mr Sannino said that, despite the €127000 production cost, the two minute video would be axed. &#8220;The clip was absolutely not intended to be racist and we obviously regret that it has been perceived in this way,&#8221; he said. &#8220;We apologise to anyone who may have felt offended. The Commission&#8217;s proposal for the revision of certain fluorinated greenhouse gases, due for June 2012, aims at clarifying and strengthening the current framework in order to contribute to current and future climate change goals. There is an ongoing debate on whether &#8212; and how &#8211; F-gases should be replaced by alternatives, the cost and climate impact of which are being assessed. How does this discussion change when viewed through the lens of energy efficiency? This to replace the current laws that came into force back in 1995. Brussels wants to <span id="more-6567"></span> give people more control over their personal data by introducing the controversial &#8220;right to be forgotten&#8221;. Under the proposed law, people can ask companies to delete information that they hold about them. Companies who don&#8217;t comply could face fines of up to 2% of their annual turnover. Justice Commissioner Viviane Reding said that having a single set of rules for the entire European Single market will save businesses more than 2 billion euros per year and that it will boost confidence in online services. Businesses critical of the reform have described this proposal as a &#8220;tax&#8221; for companies that work with people databases. Consumer groups are cautiously optimistic and believe the new rules can be effective if they take consumer rights into account while retaining flexibility to respond to new technologies, especially in social media.</p>

			<content:encoded><![CDATA[<p>The European Commission is gearing up to launch an ambitious plan that seeks to make the European Union more democratic. From the 1st of April, any citizen of a member <span id="more-6965"></span> state of the EU can introduce an initiative to get his or her idea turned into EU law. To make that happen, they need one million signatures from at least seven countries. This European Citizens&#8217; Initiative enables citizens to participate more actively in Europe&#8217;s democratic life. Brussels hopes the ECI will boost transparency and increases the quality of European democracy. Critics question whether the instrument will be hijacked by organised civil society, swallowing up ordinary citizens&#8217; campaigns. Some experts speaking at this conference in Brussels compare the initiative to &#8220;climbing Mount Everest&#8221;. An ECI could take years to start influencing the policy-making process. The initiative is one of the democratic tools pushed forward by the Lisbon Treaty. It will enter into force on the 1st of April of this year, exactly two years after the Commission launched the formal proposal for the plan.</p>
