			<content:encoded><![CDATA[<p>In a joint press conference, President of the European Council, Herman Van Rompuy, on Thursday expressed his concerns over the transparency of the recent Russian elections. &#8220;We are concerned about <span id="more-6629"></span> irregularities and lack of fairness&#8221;, Mr. Van Rompuy said. For his part, EC President, Jose Manuel Barroso, highlighted the importance of the &#8220;Common steps visa-free travel&#8221; launch, which will lay down the path to achieve a visa-free travel regime between the EU and Russia. President of Russia&#8217;s Federation, Dmitry Medvedev, said that Russia is willing to help Europe solve the current crisis. &#8220;Russia will continue reinforcing financial stability of the euro area, first and foremost, through the IMF&#8221;, Medvedev said. Russia&#8217;s president also commented on EU-Russia&#8217;s energy cooperation, stating that Russia&#8217;s &#8220;interests&#8221; will guide them in the north-European gas pipeline developments.</p>

			<content:encoded><![CDATA[<p>President of the European Commission, Jose Manuel Barroso, on Wednesday urged Greece to give full support to the bailout package that was agreed to by the euro zone leaders last <span id="more-5877"></span> week at the European Summit in Brussels. Barroso stated that the Greek government needs &#8220;to show that they are ready to work for national political unity and for achieving the broad support needed for implementation of the program.&#8221; Barroso&#8217;s statement came after George Papandreou on Tuesday announced that he would call for a referendum on the EU rescue package, which includes a deal with private creditors of a 50% cut on Greece&#8217;s sovereign debt. &#8220;Without the agreement of Greece to the program, the conditions for Greek citizens could become much more painful, in particular for the most vulnerable. The consequences would be impossible to foresee,&#8221; Barroso said. The planned referendum has shocked both European leaders and financial markets, right ahead of the G20 Summit that will be held on the 3 and 4 of November in Cannes.</p>

The president of the European Council also stated that the objective of such loss is to reduce Greece&#8217;s debt by 120% of its GDP by 2020. A bank recapitalization of 106 millions has also been agreed on. French president, Nicolas Sarkozy, said in a press conference that the results come as a global &#8220;relief&#8221; for the &#8220;whole world&#8221;. &#8220;the whole world was expecting a decision that was strong from the eurozone&#8221;, said the French president.</p>

			<content:encoded><![CDATA[<p>European leaders achieved a breakthrough early on Thursday to write off half of Greece&#8217;s debt and seek foreign capital to double the eurozone&#8217;s bailout fund to around €1 trillion. But <span id="more-5869"></span> crucial details on the fund&#8217;s size were left for finance ministers to decide end of November. Two weeks ago, British Prime Minister David Cameron called on his eurozone colleagues to make use of a &#8220;big bazooka&#8221; to quickly end the euro crisis. After Sunday&#8217;s inconclusive summit, eurozone leaders very early on Thursday agreed on what French President Nicolas Sarkozy described as &#8220;a global, an ambitious and a credible answer&#8221; to the eurozone crisis. Nicolas Sarkozy, President of France: I believe the results will be received with relief by the entire world that is waiting for strong decisions in the eurozone. Angela Merkel, Chancellor of Germany: We Europeans have demonstrated this night that we can make the right decisions. We have named and indentified the causes of this crisis and we have moved a step closer to a solution. Eurozone leaders agreed on a new €100-billion package to save Greece from default, with the participation of the private sector that requires banks and others who hold Greek government debt to give up 50% of their investments. As a result, it becomes feasible to bring down its total debt to manageable proportions by the end of this decade. Jose Manuel Barroso, and European Council president, Herman Van Rompuy, on Thursday at 4 am told journalists in a press <span id="more-5849"></span> conference that euro zone leaders have managed to secure a deal with the bank sector of a 50% &#8220;haircut&#8221; on Greece&#8217;s sovereign debt. &#8220;The agreement includes a voluntary contribution by private creditors who had lent to Greece&#8221;, Van Rompuy said. The president of the European Council also stated that the objective of such loss is to reduce Greece&#8217;s debt by 120% of its GDP by 2020. A bank recapitalization of 106 millions has also been agreed on. French president, Nicolas Sarkozy, said in a press conference that the results come as a global &#8220;relief&#8221; for the &#8220;whole world&#8221;. &#8220;the whole world was expecting a decision that was strong from the eurozone&#8221;, said the French president.</p>

European leaders meeting in Brussels were unwilling to commit to any sort of far-reaching treaty change &#8211; given the requirements for domestic referenda this entails. But Germany insisted that provisions for &#8220;limited treaty change&#8221; were included in the conclusions. German Chancellor Angela Merkel wants such changes to beef up the disciplinary procedures governing eurozone countries and to ensure that they retain their domestic finances within sharply prescribed criteria. Merkel favours clauses enabling eurozone countries failing to keep their national debt within a 3% cap of gross domestic product to be liable to court censure under EU law. She also wants to explore the idea of a central European finance ministry, another scheme that might require treaty change.</p>
