President of the European Commission Jose Manuel Barroso said on Wednesday that he expects ‘no drama’ at the EU summit later on this week. Barroso also stated that he believes growth is now the way forward to get Europe out of the crisis, as ‘significant progress on other priorities’ has been made. While the financial and economic storm continues to rage across Europe and the rest of world, European Commission President Jose Manuel Barroso on Saturday received an award for his EU leadership from outgoing European Parliament President Jerzy Buzek, a fellow member of the European People’s Party, Europe’s centre-right political family. Against the backdrop of Europe’s persistent jobless youth rate of 21%, the Commission is pleading for Member States, workers’ representatives and business to join forces and take decisive action to tackle youth unemployment. The new ‘Youth Opportunities Initiative’, adopted by the Commission today, calls on Member State to work on preventing early school leaving; helping youngsters develop skills relevant to the labour market; ensuring work experience and on-the-job training and helping young people find a first good job. The Commission is also urging Member States to make better use of the European Social Fund which still has €30billion of funding uncommitted to projects. In addition, the Commission has put forward a set of concrete actions to be financed directly by EU funds.

In a joint press conference, President of the European Council, Herman Van Rompuy, on Thursday expressed his concerns over the transparency of the recent Russian elections. “We are concerned about irregularities and lack of fairness”, Mr. Van Rompuy said. For his part, EC President, Jose Manuel Barroso, highlighted the importance of the “Common steps visa-free travel” launch, which will lay down the path to achieve a visa-free travel regime between the EU and Russia. President of Russia’s Federation, Dmitry Medvedev, said that Russia is willing to help Europe solve the current crisis. “Russia will continue reinforcing financial stability of the euro area, first and foremost, through the IMF”, Medvedev said. Russia’s president also commented on EU-Russia’s energy cooperation, stating that Russia’s “interests” will guide them in the north-European gas pipeline developments.

President of the European Commission, Jose Manuel Barroso, on Wednesday urged Greece to give full support to the bailout package that was agreed to by the euro zone leaders last week at the European Summit in Brussels. Barroso stated that the Greek government needs “to show that they are ready to work for national political unity and for achieving the broad support needed for implementation of the program.” Barroso’s statement came after George Papandreou on Tuesday announced that he would call for a referendum on the EU rescue package, which includes a deal with private creditors of a 50% cut on Greece’s sovereign debt. “Without the agreement of Greece to the program, the conditions for Greek citizens could become much more painful, in particular for the most vulnerable. The consequences would be impossible to foresee,” Barroso said. European leaders meeting in Brussels were unwilling to commit to any sort of far-reaching treaty change – given the requirements for domestic referenda this entails. But Germany insisted that provisions for “limited treaty change” were included in the conclusions. German Chancellor Angela Merkel wants such changes to beef up the disciplinary procedures governing eurozone countries and to ensure that they retain their domestic finances within sharply prescribed criteria. Merkel favours clauses enabling eurozone countries failing to keep their national debt within a 3% cap of gross domestic product to be liable to court censure under EU law. She also wants to explore the idea of a central European finance ministry, another scheme that might require treaty change.
