With just 36 hours left before the Cancun Summit draws to a close in Mexico, time is running out for world leaders to eek out agreements on a range of important climate related issues. The EU’s Climate Action Commissioner, Connie Hedegaard has spoken a number of times during the last week on the progress achieved by Europe, and others as the summit progresses. However with little in the way of concrete targets agreed upon, and still much political posturing Europe must work hard to make the Cancun Summit more successful than it’s predecessor in Copenhagen, even if a breakthrough comes in the Summits final hours.

Danish climate minister Connie Hedegaard is Denmark’s candidate for the post of European climate commissioner. She had to defend herself during an appointment hearing at the European parliament in Brussels on Friday. EUOBSERVER / BRUSSELS – Europe risks again being sidelined, as in the final hours of the UN climate talks in December, unless the bloc speaks with one voice at future talks, the incoming climate commissioner warned on Friday (15 January). “There are very important lessons from Copenhagen. In the last hours, China, India, Russia, Japan each spoke with one voice, while Europe spoke with many different voices,” Denmark’s Connie Hedegaard, the presumptive new ‘climate action’ chief, told MEPs during her job hearing in the European Parliament. During a 13 January hearing in which MEPs greeted him with repeated bursts of applause, the Prius-driving Slovenian native said, “Doubling the forces in the Commission, which will take care for climate and the environment, is a good sign for all of us. In a way, many issues which were a bit in the shadow today [...] could, by the fact that I am responsible for taking care of environment, be upgraded”. He has also promised to turn his hand to implementing existing water and soil rules, but stopped short of agreeing to a moratorium on new legislation as called for by deputy Julie Girling (ECR, UK).For more: www.europolitics.info

The United Nations climate conference in Copenhagen has not become the turning point in history that many people on earth were hoping for. Despite the urgency of global warming, the worlds political leadership did not manage to step beyond its own shadows. In the end, national economic and political interests weighed more heavily than the general global interests. Our global environment, particularly in developing countries, now is the main victim. Financing innovation in green technology will remain difficult. The only issue agreed on is the need to keep global warming limited to a rise of 2 degrees celsius. Still undecided is the how and when that is to happen. Copenhagen did not only lack political will, but it also lacked organizational skills. Thats disappointing and embarrassing, certainly given the enormity of what was at stake: reducing global warming so that planet earth remains a place to live for future generations. There is broad agreement on this goal. Yet translating this into political action at this stage, despite two years of preparations among the 192 members of the United Nations, proved impossible. At a time when true global leadership, discipline and guidance were needed, the Danish government, as organizers, and the United Nations were unable to deliver an efficient infrastructure, contributing to a chaotic process that was dogged by procedural games The European Union, a self-proclaimed global …

Their role was unclear, but this group of about eight – ten to be exact – Danish soldiers was walking just outside the Bella Centre during the COP15 climate talks. Filmed from a metro that passed the centre. Recorded on December 16, 2009 using a Flip Video camcorder. They were filmed as thousands of protesters were preparing to get into the centre, a moved that was prevented by the police. The army’s role is not clear but this video clearly shows they were present. Update Dec. 22: A viewer points out these guys are most likely part of the Hjemmeværnet, a sort of national guard who are often used in various light roles. For more (in Danish): da.wikipedia.org

One day before the arrival of US President Barack Obama, the United Nations on Thursday decided to restrict access to the global climate talks in Copenhagen for non-governmental organisations and it confronted journalists with additional security. The measures were put in place as more than hundred world leaders began arriving in the Danish capital. This politician regretted the move. Jo Leinen So as a quiet tension took hold of the Bella Centre, side-events in the centre of town became more lively. The Klimaforum is one of these. Among the visitors… These three aspiring journalists and bloggers, from Brasil, Italy and Bulgaria. They won a trip to cover the climate talks as part of the ThinkAboutIt dot EU blogging competition. The Klimaforum mostly met the needs of those who are already convinced of the need to deal with climate change. Climate skeptics had their own event at a separate venue. The official negotiations on a comprehensive climate deal continued on Thursday, again without clear progress. Increasingly, observers, analysts and even politicians are admitting that a full-fledged agreement no longer is possible, and suggest such a deal needs to be hammered out in Mexico in six months. But even if that happens, the Copenhagen summit, according to some, will not have been a waste of time and energy. Raymond Frenken, EUX.TV, Copenhagen

Danish police was out in force on Wednesday in one of its biggest crowd-control efforts ever. A police spokesman said 250 people were arrested at various points in Copenhagen. Near the Bella Centre conference centre, I saw four people being arrested. At exactly midday, approximately 500 policemen began moving in on a protest that they had declared illegal. The protest at the Bella Centre was organized by the Climate Justice action network. They had announced plans for a peaceful protest that would seek to break through the barriers around the centre. The plan was to hold what it called a Peoples Summit inside the venue at one oclock, together with climate groups taking parts in the COP15 talks. But at that time, about 2000 protesters found themselves surrounded by police in riot gear. Police used pepper spray and police battons to keep the crowd under control. When it became clear that the protesters no longer were able enter the Centre, the police authorities took off their helmets to adopt a less aggressive stance. Some riot police were given time to do something else. Meanwhile, inside the Bella Centre, tensions were heating up again. Another day without real progress has passed, and, with 24 hours to go before the heads of state of a 110 countries arrive, the Danish climate minister, Connie Hedegaard, was replaced as President of the COP15 meeting. Raymond Frenken, for EUX.TV in Copenhagen.
