The other 26 nations and the centre-right European People&#8217;s Party (EPP) &#8212; to which Fidesz belongs &#8212; maintain a &#8216;deafening silence&#8217; on the issue. Guy Verhofstadt, president of the Alliance of Liberals and Democrats for Europe (ALDE), called for sanctions against Hungary like those used against Austria&#8217;s rightist leader Jörg Haider in 2000 (see background). Under the Lisbon Treaty, the proposed sanctions could in fact be even tougher. &#8220;The treaties foresee a procedure to deal with such situations,&#8221; Verhofstad said. &#8220;Unfortunately, the time has come to apply it to protect democracy and fundamental rights in Hungary and in the EU today, and avoid setting a dangerous precedent as well as a bad example for aspirant countries wishing to join the Union.&#8221; In the Austrian case, the EU governments imposed sanctions under rules that allow them to act in case of risk of human rights violations, rather than their actual occurrence. Serious human rights breaches by a member state can result in a suspension or loss of voting rights in the Council under Article 7 of the Lisbon Treaty. Critics say the constitutional changes and other laws enacted under Orbán&#8217;s 2-year-old government weaken the independence of the judiciary, news media and the central bank.</p>

Guy Verhofstadt, president of the Alliance of Liberals and Democrats for Europe (ALDE), called for sanctions against Hungary like those used against Austria&#8217;s rightist leader Jörg Haider in 2000 (see background). Under the Lisbon Treaty, the proposed sanctions could in fact be even tougher. &#8220;The treaties foresee a procedure to deal with such situations,&#8221; Verhofstad said. &#8220;Unfortunately, the time has come to apply it to protect democracy and fundamental rights in Hungary and in the EU today, and avoid setting a dangerous precedent as well as a bad example for aspirant countries wishing to join the Union.&#8221; In the Austrian case, the EU governments imposed sanctions under rules that allow them to act in case of risk of human rights violations, rather than their actual occurrence. Serious human rights breaches by a member state can result in a suspension or loss of voting rights in the Council under Article 7 of the Lisbon Treaty. Critics say the constitutional changes and other laws enacted under Orbán&#8217;s 2-year-old government weaken the independence of the judiciary, news media and the central bank.</p>

Electric power and heat will make up the bulk of the surge. They already account for 40% of end-use Energy consumption. So reducing CO2 emissions will requires continuous innovations and efficiency gains on the energy supply-side &#8212; producing and delivering more energy from fewer inputs. Industrial groups say that supply-side efficiency measures have the potential to significantly reduce the EU&#8217;s carbon emissions and meet primary energy savings targets. They estimate that supply-side savings could contribute up to 35% of the EU&#8217;s 2020 policy goal of a 20% carbon emissions reduction &#8211; and up to 30% of the targeted 20% increase in energy efficiency by the same date. As part of the process, Life- Cycle Assessment (LCA) has emerged as a key concept to guide sustainable policymaking and business decision- making.</p>
<p>A Roadmap to a Resource Efficient Europe has been published on the 20th of September: how much is life- cycle thinking reflected in it?</p>
<p>How is LCA done in different sectors, and what are the lessons learnt?</p>
<p>Are existing ISO standards for LCA helpful, and which sectors already use them?</p>
<p>What are stakeholders&#8217; expectations as to the LCA guidelines being developed by the EU&#8217;s Joint Research Centre?</p>
<p>Given LCA&#8217;s complexity, what should be its practical implications? What actions should assessments trigger?</p>
<p>Should policymakers intervene to support the further development of standards, and how?</p>
<p>Should standards be enforced, or is the creation of benchmarks sufficient?</p>
