Guy Verhofstadt, president of the Alliance of Liberals and Democrats for Europe (ALDE), called for sanctions against Hungary like those used against Austria&#8217;s rightist leader Jörg Haider in 2000 (see background). Under the Lisbon Treaty, the proposed sanctions could in fact be even tougher. &#8220;The treaties foresee a procedure to deal with such situations,&#8221; Verhofstad said. &#8220;Unfortunately, the time has come to apply it to protect democracy and fundamental rights in Hungary and in the EU today, and avoid setting a dangerous precedent as well as a bad example for aspirant countries wishing to join the Union.&#8221; In the Austrian case, the EU governments imposed sanctions under rules that allow them to act in case of risk of human rights violations, rather than their actual occurrence. Serious human rights breaches by a member state can result in a suspension or loss of voting rights in the Council under Article 7 of the Lisbon Treaty. For his part, EC President, Jose Manuel Barroso, highlighted the importance of the &#8220;Common steps visa-free travel&#8221; launch, which will lay down the path to achieve a visa-free travel regime between the EU and Russia. President of Russia&#8217;s Federation, Dmitry Medvedev, said that Russia is willing to help Europe solve the current crisis. &#8220;Russia will continue reinforcing financial stability of the euro area, first and foremost, through the IMF&#8221;, Medvedev said. Russia&#8217;s president also commented on EU-Russia&#8217;s energy cooperation, stating that Russia&#8217;s &#8220;interests&#8221; will guide them in the north-European gas pipeline developments.</p>

In this speech to the German Bundestag, made available to media by the media service of the German parliament, Merkel defended the move for tighter budget policing in the 27-nation European Union and said that Europe and the eurozone would emerge stronger from the crisis. It was a &#8220;process that won&#8217;t just last weeks, but months and years,&#8221; the chancellor said. There will be &#8220;setbacks but if we don&#8217;t let ourselves be discouraged &#8230; Europe won&#8217;t just overcome the crisis, but will emerge from it strengthened,&#8221; Merkel said. European Union leaders from 26 of the 27 member states agreed at a high-stakes Brussels summit last week to back a Franco-German drive for tighter budget policing in a bid to save the eurozone.</p>
