The other 26 nations and the centre-right European People’s Party (EPP) — to which Fidesz belongs — maintain a ‘deafening silence’ on the issue. Guy Verhofstadt, president of the Alliance of Liberals and Democrats for Europe (ALDE), called for sanctions against Hungary like those used against Austria’s rightist leader Jörg Haider in 2000 (see background). Under the Lisbon Treaty, the proposed sanctions could in fact be even tougher. “The treaties foresee a procedure to deal with such situations,” Verhofstad said. “Unfortunately, the time has come to apply it to protect democracy and fundamental rights in Hungary and in the EU today, and avoid setting a dangerous precedent as well as a bad example for aspirant countries wishing to join the Union.” In the Austrian case, the EU governments imposed sanctions under rules that allow them to act in case of risk of human rights violations, rather than their actual occurrence. Serious human rights breaches by a member state can result in a suspension or loss of voting rights in the Council under Article 7 of the Lisbon Treaty. Critics say the constitutional changes and other laws enacted under Orbán’s 2-year-old government weaken the independence of the judiciary, news media and the central bank.

Against the backdrop of Europe’s persistent jobless youth rate of 21%, the Commission is pleading for Member States, workers’ representatives and business to join forces and take decisive action to tackle youth unemployment. The new ‘Youth Opportunities Initiative’, adopted by the Commission today, calls on Member State to work on preventing early school leaving; helping youngsters develop skills relevant to the labour market; ensuring work experience and on-the-job training and helping young people find a first good job. The Commission is also urging Member States to make better use of the European Social Fund which still has €30billion of funding uncommitted to projects. In addition, the Commission has put forward a set of concrete actions to be financed directly by EU funds.

In a joint press conference, President of the European Council, Herman Van Rompuy, on Thursday expressed his concerns over the transparency of the recent Russian elections. “We are concerned about irregularities and lack of fairness”, Mr. Van Rompuy said. For his part, EC President, Jose Manuel Barroso, highlighted the importance of the “Common steps visa-free travel” launch, which will lay down the path to achieve a visa-free travel regime between the EU and Russia. President of Russia’s Federation, Dmitry Medvedev, said that Russia is willing to help Europe solve the current crisis. “Russia will continue reinforcing financial stability of the euro area, first and foremost, through the IMF”, Medvedev said. Russia’s president also commented on EU-Russia’s energy cooperation, stating that Russia’s “interests” will guide them in the north-European gas pipeline developments.

Angela Merkel, the German Chancellor, on Wednesday told the lower house of the German parliament that it could take Europe years to solve its debt crisis, as growing scepticism about the outcome of last week’s EU summit weighed on financial markets.
