These are the 6 ex-Soviet countries hoping to get their European aspirations matched in the so-called Eastern Partnership summit this week in Warsaw. <span id="more-5727"></span> Europe&#8217;s single market and visa liberalisation is what they are after. In exchange, Europe wants to see democratic reforms in countries that have traditionally struggled with establishing democracy and the rule of law. Europe also wants good relations with the eastern neighbors in order to help ensure energy security. But this week&#8217;s no-show of French and British leaders in Warsaw points at the lukewarm interest of European politicians in their eastern neighbors. You can also ask if the former Soviet republics really want to get closer to Europe? Ukraine, which was close to signing a trade agreement, recently hurt its relations with Europe by jailing opposition leader Yulia Tymoshenko, whose trial has been described by the Union as &#8220;politically motivated&#8221;. The situation in Belarus remains bad. Repression and detention of political prisoners has sent relations with Belarus back to square one. Its president Lukashenka, also known as the last dictator in Europe, is banned from traveling to the EU and hasn&#8217;t been invited to the summit. Catherine Ashton, EU&#8217;s foreign policy chief, repeatedly expresses her concern over the democracy situation in both Belarus and Ukraine. 			<content:encoded><![CDATA[<p>Close to 40.000 protesters from across Poland took to the streets of Wroclaw on Saturday to call for solidarity in Europe and to protest against austerity packages. &#8220;No to austerity, <span id="more-5655"></span> you pay&#8221;; tens of thousands of people took unions&#8217; invitations to protest in Wroclaw. The protest march was held at the same time as the informal Ecofin summit. A loud and multi-colored river of people armed with whistles and horns blocked the Polish city&#8217;s roads, progressively moving from the conference venue to the city center. The turnout exceeded even the forecast of 30000 predicted by the organizers, and led to Europe&#8217;s finance ministers drawing the meeting to an early close in order to avoid becoming stuck on the road and thus missing their flights.</p>

Is this informal Ecofin meeting in Poland really bringing Europe closer to <span id="more-5652"></span> solving the euro crisis? It looks like nothing has been achieved. No new measures have been agreed here in Wroclaw, but that&#8217;s just the way things go at informal meetings like this one. Greece underlined its commitment to meet its fiscal targets for this year and next. That also not a major new development. United States Treasury Secretary Timothy Geithner met with the euro finance ministers and pressed for unity. He warned that if Europe can&#8217;t solve its problems on its own, then outsiders like the US, or maybe even China, may have to intervene. The message from meetings such as this one not always in words only. It can also be in what one sees. That seems to be the case here in Wroclaw. After the traditional family photo, Eurogroup President Jean-Claude Juncker stayed in his seat to talk to German finance minister Wolfgang Schauble. Being seen talking to Germany&#8217;s top official at this meeting is a clear signal that the eurogroup is not happy with mixed messages coming out of Berlin. Germany has been under fire in recent days for speaking with different voices on the pros and cons of creating Eurobonds. Merkel has openly questioned Eurobonds, while the European Commission on Wednesday announced plans for formal proposals during the coming months. And other German ministers this <b>&#8230;</b></p>

			<content:encoded><![CDATA[<p>Polish Finance Minister Jan Vincent Rostowski on Saturday told EUX.TV his country remains committed to replace its zloty with the euro, but only when the time is right to do <span id="more-5653"></span> so. This despite the crisis with Europe&#8217;s single currency and the uncertainty caused by the prospect of a Greek government default. A press report out of Brussels earlier this week suggested that new European Union member states would no longer be obligated to adopt the euro as their currency. Most of the countries that became member of the union in 2004 still have to introduce the euro, but they need to meet criteria to do so first.</p>

Trichet made his comment in answer to an EUX.TV question, asking for his reaction to a comment made a day earlier by United States Treasury Secretary Timothy Geithner, who spoke on Friday to eurogroup ministers after the &#8220;damage caused to us from Europe.&#8221; Geithner&#8217;s comment was accidentally made public by the audiovisual services working for the Polish EU presidency at the finance ministers meeting in Wroclaw, Poland.</p>

			<content:encoded><![CDATA[<p>United States Treasury Secretary Tim Geithner on Friday met informally with finance ministers of the 27 euro countries, who have gather for a two-day meeting in Wroclaw, Poland, in an <span id="more-5642"></span> attempt to find structural solutions to the euro crisis. US Treasury Secretary Timothy Geithner on Friday urged euro-zone finance ministers and the European Central Bank to work together to solve the region&#8217;s debt crisis and to enhance the power of the region&#8217;s rescue fund amid signs officials have yet to overcome divisions over how to proceed, MarketWatch has reported. Geithner told reporters on the sidelines of the meeting of European finance ministers in Wroclaw, Poland, that divisions between the ECB and European governments were particularly damaging and that officials must avoid &#8220;loose talk&#8221; abut dismantling euro institutions.</p>

Anyone who is somebody in Europe with direct influence on Europe&#8217;s financial and economic situation will meet here at Centennial Hall, a venue that in the past has hosted famous people such as Adolf Hitler, Marlene Dietrich and Pope John Paul II. It will be up to the finance ministers and central bankers to find a solution for the euro crisis. That is certainly not going to be easy. These crucial talks are not just about saving the Greek economy, or about preventing the Greek government from defaulting. No, this really is about saving the single European currency, and, as a consequence, about saving the European project. The ministers, together with EU foreign policy chief Catherine Ashton, discussed the EU&#8217;s plans to support Libya, a possible oil embargo for Syria and the &#8216;Eastern Partnership&#8217;, the strategy for dealing with countries such as Ukraine, Belarus and Russia. The twice-yearly informal meeting of EU foreign ministers is also known as the &#8216;Gymnich&#8217; meeting, named after the town in Germany where such regular meeting was first held.</p>

However, much work still needs to be done to make the upcoming reforms a success. • What is needed to mobilise the investment necessary for the upgrade of the energy system? 			<content:encoded><![CDATA[<p>Ukraine has been a member of the European Energy Community since February 2011, and is now only several steps away from a major overhaul of its energy sector. Announced privatisation <span id="more-5493"></span> of energy generation and distribution assets is seen as a way to boost modernisation of energy infrastructure &#8212; in a country where 90% of thermal plant power blocks and 20% of distribution networks need to be replaced. However, much work still needs to be done to make the upcoming reforms a success. • What is needed to mobilise the investment necessary for the upgrade of the energy system? What can attract responsible and committed investors? • What will be the impact of the reforms on the domestic energy market, related sectors, the whole Ukrainian economy and security of supply? What benefits are there for consumers? • What relevant lessons can be learnt from the past history and current models of liberalised energy markets in Western Europe? 			<content:encoded><![CDATA[<p>Vincent van Dessel, Chief Executive of NYSE Euronext Brussels, also known as the Brussels stock exchange, on Tuesday said that he hopes the Polish presidency of the European Union will <span id="more-5481"></span> take effective measures to ensure a level playing field in Europe for trading in shares. The ordinary, regulated stock exchanges in Europe are facing increased competition from so-called over-the-counter trading, which is not regulated as much. Van Dessel made these comments as Polish undersecretary for foreign affairs Beata Stelmach came to the Brussels bourse to close NYSE Euronext trading, also to mark the start of the Polish presidency of the European Union during the second half of 2011.</p>
